Curve for Men's Health and TRT Clinics

HIPAA-Compliant Ad Tracking for Men's Health, TRT and ED Clinics

Curve Compliance is HIPAA-compliant ad tracking for men's health, TRT and ED clinics, in person or telehealth: it replaces browser ad pixels with one script, sends consults, intake forms and calls server-side to Meta, Google Ads, TikTok and Microsoft Advertising under neutral event names, detects PHI-like patterns before data reaches an ad platform, and signs a BAA on every plan. Curve's team does the setup, typically live in about a week.

What You Can Send

What a Men's Health Clinic Can Send Ad Platforms

Start with what leaves your site. A low T quiz, an ED intake form or a consult booking can all carry health details. The HHS bulletin on online tracking says that when a tracking vendor receives protected health information for a covered function, regulated entities must “enter into a business associate agreement (BAA) with these tracking technology vendors to ensure that PHI is protected in accordance with the HIPAA Rules.” HHS also says “disclosures of PHI to tracking technology vendors for marketing purposes, without individuals' HIPAA-compliant authorizations, would constitute impermissible disclosures.”

On June 20, 2024, in American Hospital Association v. Becerra, a federal court vacated the part of that bulletin covering an IP address plus a visit to a public page about a health condition or provider. The notice at the top of the HHS page says HHS “is evaluating its next steps in light of that order.”

Meta draws its own line. Its page About prohibited information lists health information it does not want sent through Meta Business Tools, including “Sexual and reproductive health” and “Prescription medications, and over-the-counter (OTC) and supplements for specific medical conditions.” It says the names you choose for events, conversions and Custom Audiences “must not reflect, imply, or be based on any prohibited information.” TikTok's prohibited data page is just as direct: “At TikTok, we don't allow advertisers to share information about children, health or financial information, or other categories of prohibited data.”

Keep these out of event names, page URLs and custom fields:

  • Condition names, such as low testosterone or erectile dysfunction
  • Drug names, such as testosterone cypionate, sildenafil or hCG
  • Lab values and quiz answers
  • Event names like trt_consult, and paths like /ed-treatment/book

Curve Compliance handles the data side. The free website scan lists the pixels and trackers on your pages. Curve then replaces browser ad pixels with one script and sends each platform a fixed list of fields under a neutral event name, such as Lead. Contact identifiers are off by default and SHA-256 hashed when on. Curve checks every event for PHI-like patterns and removes PHI before anything is sent to an ad platform.

Platform Rules

Platform Rules That Shape TRT and ED Ads

Each ad platform has its own rules for sexual health, prescription drug and telehealth ads, and they apply no matter what tracking you use. Key lines as of October 12, 2026, with each source's own wording in quotation marks:

Sexual health, prescription drug and telehealth ad rules by platform, with sources
Platform and policyWhat the source says
Meta, Health and WellnessAdvertisers may promote sexual and reproductive health products or services “as long as the focus is on health and the medical efficacy of the product or the service and not on the sexual pleasure or enhancement,” targeted to people 18 or older. Meta's examples include “Prevention of erectile dysfunction” and “Premature ejaculation.”
Meta, Drugs and Pharmaceuticals“Meta requires online pharmacies and telehealth providers to be actively certified with LegitScript.” Prescription drug ads may only target the United States, Canada or New Zealand, only people 18 or older, must include “a disclaimer to consult a licensed health professional or obtain a valid prescription,” and need authorization from Meta. Ads that “Promote telehealth services generally” don't need written authorization.
Google Ads, Sexual health and wellnessGoogle allows “prescription drugs for erectile dysfunction and female sexual interest/arousal disorder on the Google Display Network and YouTube in limited cases.” Ads must not be “promoted in a way that focuses on sexual pleasure or enhancement” and must “only target users 18 years or older.” Telemedicine providers may promote these drugs in Canada, New Zealand and the United States and “must apply to advertise first.”
Google Ads, Healthcare and medicinesIn the United States, “Google allows telemedicine providers if they're accredited by LegitScript's Healthcare Merchant Certification Program,” and “Advertisers must also be certified with Google.” Google “restricts the use of prescription drug terms in ads, landing pages, and keywords.” Its unapproved substances list includes hCG “when promoted in conjunction with anabolic steroids.”
TikTok, Healthcare and PharmaceuticalsIn the United States, prescription medicine ads may be allowed if advertisers “Provide proof of approval and certification from appropriate local regional regulating authorities, such as the US Food and Drug Administration (FDA)” and “Restrict the ads to audiences aged 18 years or older.”
Microsoft Advertising, Healthcare and Pharmaceutical“Online pharmacies, telemedicine providers that sell prescription drugs, and prescription drug manufacturers must be preapproved in order to serve ads on the Microsoft Advertising network.” Sexual wellness ads “must be tasteful, non-explicit, and appropriate for a general audience.”
LegitScript, Healthcare CertificationTelemedicine providers may qualify if they “provide remote clinical services through licensed healthcare professionals, including diagnosis, treatment, and prescribing medications.”
Federal law, 21 CFR 1308.13 (Schedule III)Schedule III covers anabolic steroids “Unless specifically excepted or unless listed in another schedule,” and its list includes “testosterone (17β-hydroxyandrost-4-en-3-one).”
DEA and HHS, telemedicine prescribingPublished December 31, 2025: “a fourth extension of telemedicine flexibilities for the prescribing of controlled medications through December 31, 2026.”

Those rules decide whether an ad runs. Tracking decides what a platform learns after the click. For what the testosterone and telemedicine rules mean for your clinic, talk to your counsel. Curve's team reviews what your website sends to Meta, Google and TikTok with you and shows what's likely triggering a data-sharing flag.

Capabilities

What Curve Gives a Men's Health Clinic

One Script, Server-Side Conversions

Curve Compliance replaces browser ad pixels with one script and sends consults, intake forms and calls from its servers to each platform with a fixed list of fields and a neutral event name.

PHI-Like Patterns Flagged First

Curve detects PHI-like patterns, such as condition names and form answers, before data reaches an ad platform, and flags them so they can be stopped at the source.

GoHighLevel Bookings Credited

Curve's team sets up GoHighLevel so a consult booked there, even days later, is credited to the ad that started it.

Attribution

How Curve Tracks Consults, Intake and Calls

A men's health funnel runs from an ad to a quiz or intake form, a booked consult or a call, then a visit. In person or telehealth, Curve Compliance credits each step to the original ad click and sends it on server-side with a fixed list of fields, and strips PHI before data reaches an ad platform.

How Curve Compliance tracks each step of a men's health clinic funnel
Funnel stepWhere it happensWhat Curve does
Symptom quiz or intake formCurve Forms, or your own formCurve Forms are HIPAA-hosted intake and lead forms with ad attribution attached. The submission can be sent to ad platforms as a lead under a neutral event name.
Consult booked in GoHighLevelGoHighLevel calendars and formsCurve's team sets up a bridge token handoff, so a GoHighLevel booking, even days after the click, is credited to the original visit.
Consult booked elsewhereCalendly, Acuity, IntakeQ, Jane App, Boulevard and other schedulersKeeps ad attribution when a visitor leaves your site to book, even days later. Plain booking links work automatically.
Phone callCallRail or other call trackingEach call reaches Curve through an incoming webhook, and Curve credits it to the original ad click, so calls count next to your web conversions.
Visit completed or treatment startedHealthie, Athenahealth, OptiMantra, IntakeQ or Jane through Keragon, or your CRMReceives the outcome through Keragon, an incoming webhook or an offline conversion upload, and credits it to the original ad click.
Every stepMeta Conversions API, Google Ads, TikTok and Microsoft AdvertisingSent from Curve's servers with a fixed list of fields. Event Logs show what Curve sent to each platform and what the platform accepted.

If your clinic runs on GoHighLevel, check its BAA status too. HighLevel's HIPAA page says “HighLevel accounts are NOT HIPAA compliant by default,” and its HIPAA add-on includes a signed BAA. It adds that “Agency Owners must then manually enable HIPAA for each sub-account in Advanced Settings to complete the final hardening step for that location.” That BAA covers data inside GoHighLevel, not the ad platforms receiving its conversions. Curve Compliance signs its own BAA with your clinic on every plan and removes PHI before anything is sent to an ad platform. See GoHighLevel in the BAA Directory.

Reporting

Campaign Reporting: Spend Next to Booked Consults and Calls

Campaign Reporting in Curve Compliance puts Meta and Google Ads spend next to the conversions Curve tracked, for each platform and campaign. It offers five attribution models, a list of the conversions behind any number, and a single prospect's journey from ad click to booking. HubSpot and WhatConverts outcomes show as CRM revenue and close rate.

For a TRT clinic running Google Ads and Meta, that means you can see which campaigns produced booked consults, calls and started treatment, not only clicks and form fills.

FAQ

Men's Health and TRT Clinic Tracking Questions

Can a TRT clinic use the Meta pixel?

Not as a browser pixel sending health details. Meta lists sexual and reproductive health and prescription medications among the health information it does not want sent through its Business Tools, and HHS says a tracking vendor that receives PHI for a clinic needs a business associate agreement. Curve Compliance replaces browser ad pixels with one script, sends conversions to Meta Conversions API from its servers under a neutral event name, detects PHI-like patterns before data reaches Meta, and signs a BAA on every plan. Sources: Meta, About prohibited information; HHS bulletin on online tracking technologies.

Can you run Google Ads for TRT?

Yes, with limits. Google covers telemedicine providers under its prescription drug services policy. In the United States, they must be accredited by LegitScript's Healthcare Merchant Certification Program and also certified with Google. Google restricts prescription drug terms in ads, landing pages and keywords, and lists hCG promoted in conjunction with anabolic steroids as an unapproved substance. Source: Google Ads Healthcare and medicines policy.

Are ED ads allowed on Facebook and Instagram?

Yes, within Meta's rules. Meta allows sexual health ads, including for prevention of erectile dysfunction, when the focus is on health and medical efficacy rather than sexual pleasure, and the ads target people 18 or older. For prescription treatments, Meta's Drugs and Pharmaceuticals policy requires telehealth providers to be actively certified with LegitScript and to get authorization from Meta. Sources: Meta Advertising Standards, Health and Wellness; Meta Advertising Standards, Drugs and Pharmaceuticals.

Do men's health clinics need LegitScript certification?

It depends on what you advertise and where. Meta requires telehealth providers that promote prescription drugs to be actively certified with LegitScript. Google requires LegitScript accreditation plus Google certification for US telemedicine providers, and Microsoft Advertising requires telemedicine providers that sell prescription drugs to be preapproved. Sources: Meta Advertising Standards, Drugs and Pharmaceuticals; Google Ads Healthcare and medicines policy; Microsoft Advertising Healthcare and Pharmaceutical policy; LegitScript Healthcare Certification.

Is testosterone a controlled substance?

Yes, under federal law. The Schedule III list in 21 CFR 1308.13 names testosterone among the anabolic steroids, unless specifically excepted. For telehealth prescribing, DEA and HHS issued a fourth temporary extension of the telemedicine flexibilities for prescribing controlled medications, effective January 1, 2026 through December 31, 2026. Sources: eCFR, 21 CFR 1308.13 (Schedule III); Federal Register, Fourth Temporary Extension of COVID-19 Telemedicine Flexibilities.

Can Curve track GoHighLevel bookings for a TRT clinic?

Yes. Curve's team sets up the handoff: Curve passes GoHighLevel a bridge token that carries no form content and is not a patient identifier, GoHighLevel returns it in its booking webhook, and Curve credits the booking to the original ad click, even days later. The conversion then goes server-side to your ad platforms. Curve and GoHighLevel.

How can a men's health clinic track phone calls from Google Ads?

Connect your call tracking to Curve Compliance. CallRail, for example, sends each call to Curve by webhook, and Curve credits it to the ad, campaign and keyword that drove it, then forwards the conversion server-side under a neutral name. Calls then count next to your web conversions. Curve and CallRail.

Does Curve sign a BAA, and how long does setup take?

Curve Compliance signs a BAA on every plan, and Curve is SOC 2 Type II. Curve's team does the setup, typically live in about a week, though it varies case by case. To check GoHighLevel, your scheduler or your call tracking, use the BAA Directory. BAA Directory.
