This notice means Google has decided your ad, or the site it points to, promotes something in the Health category, and the ad uses an audience type Google doesn't allow for that category. Health advertisers can't use advertiser-curated audiences: Customer Match, your data segments (what Google used to call remarketing), audience expansion and lookalike segments. Remove those audiences from the campaign, ad group and asset group, save, and Google reviews the ad again. Keywords and predefined Google audiences still work. The notice is about who the ad targets, not about your conversion tracking.

What Google is objecting to

Google treats Health as a sensitive interest category, and its definition is broad. It covers "Physical or mental health conditions, including diseases, sexual health, and chronic health conditions", products and services that treat them, and "Invasive medical procedures, including cosmetic surgery, surgical procedures, or injections". Google's own examples include counseling for depression and anxiety, and treatments for pregnancy and infertility. Telehealth, mental health, fertility and injectables at a med spa can all fall inside it.

Google judges this from your ad and from the site or app behind it. Once you promote in a sensitive category, advertiser-curated audiences are off the table, because Google says they "may inadvertently contain sensitive user signals." The notice doesn't mean your business can't advertise on Google. It means this mix of health content and audience type isn't allowed.

Audiences Google does not allow for health ads

These are the advertiser-curated audiences on Google's list. Each one has to come off, wherever it is attached:

  • Customer match (uploaded customer or patient lists)
  • Your data segments, which Google used to call remarketing
  • Audience expansion
  • Lookalike segments

What still works

Predefined Google audiences stay available, because Google says "the sensitive user signals are automatically excluded from them." Keyword targeting is contextual, not audience-based, so this notice doesn't touch it. What you can still use:

  • Keywords
  • In-market segments and affinity segments
  • Demographics and detailed demographics
  • Life events
  • Location targeting

Two places the problem hides: custom segments and Demand Gen

Custom segments are on Google's allowed list with a catch. Google says custom segments "using sensitive creative assets or pointing to sensitive landing pages will only serve with Display campaigns to non-sensitive audiences or contextually." In other campaign types they won't be eligible to serve at all.

Demand Gen is the other trap. Google notes that Discovery and Demand Gen campaigns "use advertiser-curated audiences by default and may be restricted from serving" when you promote in a sensitive category. If a Demand Gen campaign stalled when this notice appeared, check its audience settings first.

How to fix the ad

Google offers three options: "Edit your ad targeting", "Edit or remove content that falls within this policy", and "Appeal the policy decision". For a clinic the second option is rarely realistic, because health care is what you sell. Most fixes are the first one.

  1. Open Ads in the Campaigns menu, hover over the Disapproved status and select Read the policy. Confirm the policy is personalized advertising and not Healthcare and medicines, which has a different fix.
  2. Remove every advertiser-curated audience. Google says to check the targeting settings of ad groups, asset groups, and campaigns, not only the ad group you are looking at.
  3. Save. Google reviews the ad again automatically, and its status updates on the Ads & assets page.
  4. Appeal only if you believe your site and ads don't fall under the Health category. Select the ad, choose Edit, then Appeal policy decision, and pick Dispute decision or Made changes to comply with policy.

What not to do

Don't rebuild the same audience under a new name or move the ads into a second account. Google's Circumventing systems policy lists "creating variations of ads, domains or content that have been disapproved" and "Spreading ads that violate Google Ads' policies across 2 or more accounts" as violations, and Google suspends accounts for them without warning. Hashing a patient list before upload changes nothing either: Customer Match is off-limits for health advertisers whatever the file looks like, and hashing does not make personal data anonymous.

If you can't fix a disapproved ad, remove it. Google says that helps "prevent your account from becoming suspended in the future for repeated policy violations." If it has already come to that, read Google Ads suspended our healthcare account.

If your conversions dropped at the same time

This notice limits who an ad can reach. Conversion tracking isn't on the policy's list of affected features, so the notice doesn't switch off your tags. If conversions fell the same week, you have two separate questions: how much of your spend sat on disapproved ads, and whether anything changed in how your site reports a conversion. Frequently asked questions

Can a clinic use remarketing on Google Ads?

Not with your own lists. Your data segments, which Google used to call remarketing, are advertiser-curated audiences, and Google doesn't allow them when you promote in the Health category.

Does hashing a patient list make Customer Match allowed?

No. Customer Match is on Google's not-allowed list for health advertisers whatever format the list is in, and hashing does not make personal data anonymous.
