Best HIPAA Compliant Attribution Software for Healthcare

Which attribution software signs a BAA and ties ad spend to booked patients? We compare Curve Compliance, Freshpaint, Ours Privacy, CallRail and more.

11 min read

The best HIPAA compliant attribution software for a healthcare company is Curve Compliance: it signs a BAA on every plan and ties Meta and Google ad clicks to the booking, the phone call and the attended visit. Freshpaint and Ours Privacy also offer a BAA and multi-touch attribution. CallRail, WhatConverts, HubSpot and Twilio Segment sign a BAA on named plans, and Google Analytics and Hyros say they don't sign one. This guide ranks the tools, quotes each vendor's BAA terms from its own pages, and shows what each one attributes, as checked on October 8, 2026.

Book a call. Curve Compliance ties your ad spend to booked and attended patients, sends conversions server-side to Meta, Google, TikTok, Microsoft and LinkedIn, and signs a BAA on every plan. Book a call with Curve.

What healthcare attribution software has to do

Marketing attribution software answers one question: which ads and channels brought in your customers. In healthcare the customer is a patient, and the answer rarely sits on the landing page. A patient clicks a Meta ad, searches on Google days later, books in a scheduler such as IntakeQ or Jane App, calls to confirm, and shows up a week after that. Attribution tools built for online stores stop at the checkout. Healthcare marketing attribution software has to follow the patient through every one of those steps.

It also has to work under HIPAA. The HHS bulletin on online tracking technologies says tracking on a page that "permits individuals to schedule appointments or use a symptom-checker tool without entering credentials may have access to PHI in certain circumstances." It says tracking technology vendors that handle PHI for a regulated entity are business associates, so a "business associate agreement (BAA)" is required. It adds that disclosing PHI to tracking vendors "for marketing purposes, without individuals' HIPAA-compliant authorizations, would constitute impermissible disclosures." HHS notes at the top of the page that on June 20, 2024, in American Hospital Association v. Becerra, a federal court vacated the part saying HIPAA applies when tracking connects an IP address with a visit to an unauthenticated public page about specific health conditions or healthcare providers.

The best HIPAA compliant attribution software, ranked

Curve Compliance publishes this guide. It is ranked first for what it verifiably does, and every other entry quotes the vendor's own page. Tools whose BAA terms we could not confirm on their own pages on October 8, 2026 are not listed.

  1. Curve Compliance: best for healthcare teams that want ad spend tied to bookings and attended visits. Curve Compliance signs a BAA on every plan (BAA Directory entry). It keeps the ad click when a patient leaves to book in IntakeQ, Calendly, Acuity, Jane App, ZocDoc and other schedulers, brings back calls, attended visits and revenue, and sends conversions server-side to Meta, Google Ads, TikTok, Microsoft Advertising and LinkedIn. Campaign Reporting puts Meta and Google Ads spend next to those conversions, campaign by campaign, with five attribution models. Curve's team does the setup, typically live in about a week.
  2. Freshpaint: best for teams that want a HIPAA data platform with its own appointment attribution product. Freshpaint's FAQ says it "offers a Business Associate Agreement (BAA)." Its marketing impact page says "Connect ad clicks to appointment bookings to attended visits to revenue" and offers multi-touch attribution to "See how every touchpoint contributes to conversion across different attribution models."
  3. Ours Privacy: best for teams replacing GA4 with analytics and attribution in one HIPAA data platform. Ours Privacy says its "HIPAA-compliant customer data platform is backed by a signed business associate agreement (BAA)." It describes its analytics suite as "a compliant, native analytics and attribution alternative to GA4" that helps marketers "discover what channels lead to conversions with multi-touch attribution."
  4. CallRail: best for practices where most new patients call. CallRail says "we also sign a business associate agreement (BAA) with each of our Healthcare clients" (CallRail, HIPAA FAQ). Its call tracking is built to "Attribute calls and texts to the campaigns that drove them."
  5. WhatConverts: best for lead tracking across calls, forms and chats. WhatConverts makes HIPAA compliance "Available on: Pro and Elite Plans," and says "Once your Business Associate Agreement (BAA) is executed, the WhatConverts team will activate HIPAA compliance for your profile" (WhatConverts help). It captures "Calls, forms and chats" with "marketing attribution for all conversion types" (WhatConverts).
  6. HubSpot: best for CRM-led teams already on HubSpot Enterprise. HubSpot applies its BAA on Enterprise subscriptions with Sensitive Data turned on, where you identify as "a HIPAA Covered Entity or Business Associate" (HubSpot, store sensitive data). Its attribution reports show "how each marketing effort has contributed to contacts, deals, and revenue."
  7. Twilio Segment: best for data teams building their own stack. Twilio says "Twilio BAAs are available to customers on a Business Tier plan" (HIPAA eligible Segment). Segment collects first-party data and sends it "downstream to different business tools" (Segment docs), where the attribution happens.

Two well-known tools are not suited to PHI, by their own terms. Google says it "does not offer Business Associate Agreements" for Google Analytics, and that HIPAA-regulated customers "may only use Google Analytics on pages that are not HIPAA-covered" (Google Analytics Help). Hyros's terms of service state that "Company does not enter into Business Associate Agreements for the Services," and customers agree not to process PHI through it.

A BAA covers only the data one vendor handles for you. Curve Compliance's BAA covers the data that passes through Curve, so your scheduler, CRM and call tracking each need their own. The BAA Directory quotes the terms for more tools, and HIPAA compliant analytics tools covers the analytics side. How to choose healthcare marketing attribution software

Use these criteria on every demo, and ask for the answer in writing.

  1. A BAA on your plan. Several tools sign only on named plans, so check the plan, not the vendor.
  2. Attribution that survives the scheduler. Ask which booking tools keep the ad click, by name.
  3. Calls counted. Ask how a phone booking reaches the report and the ad platform.
  4. Outcomes after the booking. Ask how attended visits and revenue come back from your EHR or CRM.
  5. Health details kept out. Ask which fields each ad platform receives, and what stops a condition name in a URL from going out.
  6. Models you can check. Ask to switch attribution models on a live report, then open the conversions behind one number.
  7. Proof and setup. Ask to see what each ad platform accepted, and who does the setup.

Attribution models, and why last click misleads

Google explains the problem in its own attribution guide: "Typically, all credit for the important action, called a key event, is given to the last ad customers clicked." Google then asks whether that last ad alone made the decision. Google Analytics offers three models: data-driven, paid and organic last click, and Google paid channels last click.

Healthcare journeys can make last click worse, because many patients research for days and across platforms. A Meta ad starts the search, a Google ad catches it, and last click gives Google the whole booking. The Meta campaign then looks like waste, and a team that cuts it may cut the source of its search demand. Multi-touch attribution shares the credit, so you can see what each step contributed.

Campaign Reporting in Curve Compliance offers five models. Here is how each one credits a Meta ad click, then a Google Ads click, then a booking:

ModelWho gets the booking
Last ClickGoogle Ads
First ClickMeta
LinearHalf each
U-ShapedHalf each, because there are only two clicks
Time DecayMore to Google Ads, the click closer to the booking

Switching models moves credit between campaigns. Spend, clicks and impressions come from the platforms, so they stay the same. Click any conversion count to see the conversions behind it, then open one prospect's journey: the ad clicks and visits in order, from the first click to the booking. Patient acquisition attribution: getting bookings and attended visits back to ads

Patient acquisition attribution breaks at the moment a patient leaves your site. The ad click ID stays in the browser on your site, and the scheduler's booking notice carries a name and an email, not the click. Curve Compliance closes that gap with a bridge token: when a visitor clicks a link to a scheduler, Curve passes a short reference to that visit with the booking link. The token carries no form content and is not a patient identifier. The scheduler sends it back with the booking, and Curve credits the booking to the original visit, even days later.

Outcomes after the booking come back three ways:

  • Incoming webhooks from booking systems, CRMs and call tracking.
  • Keragon connections to EHR and intake tools such as Healthie, Athenahealth, OptiMantra, IntakeQ and Jane.
  • Offline uploads of a CSV from your CRM or EHR, matched by email, ad click ID or bridge token.

HubSpot and WhatConverts outcomes also show in Campaign Reporting as CRM revenue and close rate. Each outcome is credited to the original ad click and sent server-side to Meta, Google Ads, TikTok, Microsoft Advertising and LinkedIn. Every platform receives only a fixed list of fields, events can use neutral names, and Curve flags PHI-like patterns, such as a condition name or an email in a URL, before data reaches an ad platform. Event Logs show what Curve sent and what each platform accepted. Your campaigns can then optimize on patients who showed up, not just form fills. Book a call. Curve's team will map your funnel, from the ad through your scheduler, calls and EHR, and show where each conversion would come from. Setup takes about a week; it varies case by case. Book a call with Curve.

Vendors change their terms. Confirm the BAA for the plan you will buy before any patient data flows, and talk to your counsel about your own HIPAA obligations.

Frequently Asked Questions

What is the best HIPAA compliant marketing attribution software for healthcare?

Curve Compliance. It signs a BAA on every plan, keeps the ad click through schedulers such as IntakeQ, Calendly and Jane App, brings attended visits and revenue back from EHRs and CRMs, and reports spend against them with five attribution models. Curve's team does the setup, typically in about a week.

Which attribution tools sign a BAA?

Curve Compliance signs one on every plan, and Freshpaint and Ours Privacy offer one. CallRail, WhatConverts, HubSpot and Twilio Segment sign on named plans. Google Analytics and Hyros say they do not sign one.

Is Google Analytics HIPAA compliant for attribution?

No. Google says it "makes no representations that Google Analytics satisfies HIPAA requirements and does not offer Business Associate Agreements," and that HIPAA-regulated customers may use it only on pages that are not HIPAA-covered. HHS says tracking on pages where patients book appointments may have access to PHI, so booking attribution needs a tool that signs a BAA.

Can you do multi-touch attribution under HIPAA?

Yes, when the tool that joins the touchpoints signs a BAA and keeps health details out of what reaches the ad platforms. Curve Compliance offers Last Click, First Click, Linear, Time Decay and U-Shaped models under a BAA on every plan. Freshpaint and Ours Privacy also describe multi-touch attribution.

How do you attribute patient acquisition to ads?

Keep the ad click when the patient leaves your site to book, then match the booking and later outcomes back to it. Curve Compliance does this with bridge tokens, incoming webhooks, Keragon connections to EHR and intake tools, and offline uploads.

Does CallRail sign a BAA?

Yes. CallRail says it signs a business associate agreement "with each of our Healthcare clients." See CallRail in the BAA Directory.

Does Hyros sign a BAA?

No. Hyros's terms of service state that "Company does not enter into Business Associate Agreements for the Services" and customers agree not to process PHI through it.

How long does Curve Compliance take to set up?

Curve's team does the setup for you, typically live in about a week; it varies case by case. Book a call to get started.
