A Page restriction stops the ads that run from that Page, even when your ad account and business portfolio are in good standing. Meta says every advertiser "will need to have a Facebook Page created before they can advertise", and "If restricted, your Page isn't allowed to advertise." Find the Page under Account status overview in Meta Business Support Home, work through the What you can do section, fix what the notice cites on the Page and in the ads that ran from it, and request one review as an admin. Don't move the ads to a new or borrowed Page to keep them running.

What a Page restriction stops, and what it doesn't

Meta can restrict four things separately: a business portfolio, an ad account, a Page and a personal profile. "There are different types of advertising restrictions for Facebook accounts, Pages and Business Accounts." A Page restriction is about the Page, so check every level in Business Support Home before you act. Meta's restrictions range from "Limits on the amount an advertiser can spend per day or a lower payment threshold" to "Loss of the ability to advertise on Meta platforms". Read the notice for which one applies.

Why Meta restricts a Page

"Advertisers must follow both our Community Standards, which apply to all types of content, and the Meta Advertising Standards, which apply to paid advertising." For a Page, that means both the ads run from it and what the Page itself publishes.

  • Policy violations: "An advertiser doesn't follow our Community Standards, Meta Advertising Standards, Commerce Policies or other policies and terms." In healthcare this usually starts with repeated ad rejections for health claims or personal attributes.
  • Security: Meta restricts assets when it suspects they "have been compromised or hacked", or when an advertiser "doesn't meet our two-factor authentication requirements for account security."
  • Payments and unusual activity: Meta acts when it "notices unusual payment or account activity, high rates of failed payments or disputed payments."

Fix the cause before you ask

  • Read the notice and the Page's status in Business Support Home, and note the policy it cites.
  • Rewrite or remove every ad that ran from the Page and matches that policy, in every ad account, including ads the notice doesn't list.
  • Check the landing pages those ads send people to. Rejections often come from a claim or an image on the landing page, not only from the ad.
  • Review recent Page posts against the Community Standards.
  • Turn on two-factor authentication for every admin, and remove people who no longer work with you.

Request the review once

Reviews are limited: "There is a limited number of times you can request an advertising restriction review. Once the review is completed, the decision is final." If Meta upholds the restriction, read what to do after Meta denies a review.

  1. In Business Support Home, select Account status overview in the left menu.
  2. Select the restricted Page. You must be an admin to request a review.
  3. Complete anything Meta asks for first, such as confirming your identity or securing the account.
  4. In the What you can do section, select Request review and complete the on-screen steps. Meta says "Typically, our review is completed in 48 hours, although it may take longer in some cases."
  5. If the restriction is lifted, turn your ads back on in Ads Manager. "Any ads running before the restriction will not be automatically restarted."

What not to do

  • Don't create a new Page for the same business to run the same ads. Meta says advertisers "cannot create or use inauthentic assets to deceive Meta or our users about their identity", and cannot use them "to evade enforcement under our Community or Advertising Standards".
  • Don't borrow a partner's, agency's or sister brand's Page to run the ads the restriction stopped. See whether to open a new ad account for why new or borrowed assets make things worse.
  • Don't request the review before the cause is fixed. The review looks at the same Page and the same ads.
