What each one does
Improvado calls its healthcare offering the "Best platform for healthcare marketing analytics under a signed BAA" (Improvado, healthcare). It connects to the systems you already use, standardizes the data, applies governance rules, and can "Push clean data into BI tools and dashboards, giving every team insights they can instantly act on." It delivers data to warehouses such as "BigQuery, Snowflake, Redshift" (Improvado, warehouses) and shapes it for BI tools such as "Looker, Tableau, Power BI" (Improvado, reporting tools). In its own words, "Improvado is the measurement layer for teams that need governed reporting across campaign spend" and other sources (Improvado, Freshpaint vs Improvado).
Curve Compliance works on your website and booking flow, before data reaches the ad platforms. It replaces the Meta Pixel and other browser ad pixels with one script, and sends conversions server-side from Curve's servers to Meta Conversions API, Google Ads, TikTok, Microsoft Advertising and LinkedIn. Each platform receives only a fixed list of fields. Contact identifiers are off by default and SHA-256 hashed when enabled, and events can use neutral names. Curve detects PHI-like patterns, such as a condition name, a form answer or an email in a URL, before data reaches an ad platform, so they can be stopped at the source. BAA terms, in each company's words
Improvado. Its Trust page says "Improvado offers Business Associate Agreements to customers who require them," and that Improvado takes on the duties of a business associate, including "timely reporting of breaches or security incidents." It sums up the rule as "no BAA, no PHI" (Improvado Trust). Its Legal Center adds that "we will sign a BAA with our customers, outlining our roles and responsibilities in protecting PHI" (Improvado Legal Center). Improvado's plan table lists HIPAA on its Advanced and Enterprise plans; its Free Limited and MCP Only plans do not list it (Improvado plans).
Curve Compliance. Curve signs a Business Associate Agreement on every plan, before live tracking begins, and Enterprise plans can use custom BAA terms (Curve in the BAA Directory). The BAA covers the PHI that passes through Curve. Curve is SOC 2 Type II.
Why it matters: the HHS bulletin on online tracking technologies says tracking technology vendors are business associates if they "create, receive, maintain, or transmit PHI on behalf of a regulated entity," and in that case "a BAA is required." It says tracking on a page that "permits individuals to schedule appointments or use a symptom-checker tool without entering credentials may have access to PHI in certain circumstances." HHS notes that on June 20, 2024, a federal court vacated part of the bulletin in American Hospital Association v. Becerra.
A BAA covers only the data that one vendor handles. If you run both tools, each needs its own BAA, and so do your warehouse and BI tool if they hold PHI. The BAA Directory quotes the terms for Google Cloud, Amazon Web Services, Looker Studio and Tableau.
Where conversions come from
