What the BAA covers and excludes

Covers, in Google's words:

  • Google lists "Google Drive (including Google Docs, Google Forms, Google Pics, Google Sheets, Google Slides, and Google Vids)" among the HIPAA Included Functionality under its Workspace BAA. (Google Workspace HIPAA included functionality)

Excludes or limits, in Google's words:

  • "Third-party applications including add-ons are not included in the Included Functionality covered by the BAA."

What this means for ad tracking

Drive and Sheets often hold exported lead lists, intake files and the spreadsheets teams use to upload offline conversions.

A BAA with Google covers those files while they sit in Drive. Once a lead list or conversion file goes from Drive to Meta or Google Ads, that BAA no longer covers it, so it should carry no health details. See the Google Ads entry.

No. Google offers its BAA to Google Workspace and Cloud Identity customers, for electronic acceptance in their Admin console, and says customers who have not signed a BAA must not use PHI in Google Workspace services. Google's pages describe no BAA for Google Drive on a personal Google account, so use Google Drive with PHI only in a Workspace account whose administrator has accepted the BAA. Google's covered-services list does not name particular Workspace editions.

Does a BAA with Google Drive cover my ad pixels?

No. A BAA covers the data Google handles for you. A pixel sends data from the visitor's browser straight to Meta, Google or TikTok, and none of those platforms is a party to your BAA with Google.
