Google's pages describe no BAA for a personal Gmail account, so use Gmail with PHI only in a Workspace account whose administrator has accepted the BAA. Google's covered-services list does not name particular Workspace editions.

Does a BAA with Gmail cover my ad pixels?

No. A BAA covers the data Google handles for you. A pixel sends data from the visitor's browser straight to Meta, Google or TikTok, and none of those platforms is a party to your BAA with Google.
