Google concluded that the account tried to get around its ad review, and it treats that as one of its most serious violations. Circumventing systems is egregious: the account was suspended "upon detection and without prior warning", and the policy says you "will not be allowed to advertise with Google Ads again" unless an appeal succeeds. The examples healthcare advertisers most need to check are a new account opened after an earlier suspension, disapproved ads or domains re-created, offers you aren't certified for spread across several accounts, a landing page Google sees differently from patients, and false details in advertiser verification. Stop the behavior, document it, and file one honest appeal. Opening another account is not a way out, because Google counts that as circumvention too.

What Google counts as circumventing systems

The policy forbids "Engaging in practices that circumvent or interfere with Google's advertising systems and processes, or attempting to do so". It has three parts: cloaking, multiple account abuse and advertiser verification. Google also suspends under it "based on adverse regulatory warnings, settlements, or rulings about your advertising practices or direct complaints from users or businesses", but not for "editorial issues like formatting or misspelled words." The examples that matter most to clinics, telehealth brands and med spas:

  • "After a previous suspension decision, attempting to use the Google Ads system again by creating new accounts to re-enter the system".
  • "Creating new websites or accounts to show ads that are similar to ones that were already disapproved", for example re-running a rejected weight loss ad on a second domain.
  • "Using several accounts, either gradually or all at once, to promote products or services for which you lack the necessary Google Ads certifications".
  • "Bypassing enforcement mechanisms and detection by creating variations of ads, domains or content that have been disapproved".
  • "Submitting false information as part of our verification programs".

Cloaking, redirects and click trackers

Google defines cloaking as "showing different content on your website to different people or to Google to try to hide things that might break Google Ads' rules." Varying the language, offer or location is fine, "but the promoted product or service needs to be the same for everyone." A compliant wellness page for the crawler and a medication checkout for patients is the textbook case.

Two setups can catch a healthcare site that never meant to cloak. A full-screen pop-up or eligibility gate that "blocks access to the majority of your website's content" can stop Google from seeing the landing page at all. And click trackers are allowed "as long as you're not doing these things to try to hide" a violation. Google's best practices are to use a click tracker certified by Google, let its crawlers reach every page, and run a security check, because "Websites can get hacked and cloaking content can be added without you knowing."

Before you appeal

Google reinstates these accounts "in compelling circumstances, and when there is good reason", so the appeal has to show that the behavior is gone, not promise that it will be. Work through this first:

  1. Read the suspension email for every policy it names, and work out which part applies: cloaking, multiple accounts or verification.
  2. Remove anything Google could read as cloaking: redirects, geo or device switches that change the offer, and gates that hide the landing page. Google's appeal tip is to share "the steps you took to make sure cloaking isn't happening on your website, like removing redirections or getting certified to advertise restricted content."
  3. List every Google Ads account connected to the business, including any an agency opened. Google's best practices are to connect each account to a real business, use trusted payment methods and "Check with your agency". Connected accounts that were suspended "need to be successfully reinstated through the appeal process."
  4. If verification is involved, resubmit authentic, unmodified documents. On business documents, Google says to "only hide or edit proprietary or personal information."
  5. File one appeal from the suspended account and "Provide details about why you have multiple accounts", or why the content differed. The appeal steps, verification limits and read-only access are covered in Google Ads suspended our healthcare account.

Why a new account makes it worse

Google's multiple account abuse section says you "can't create multiple Google Ads accounts after getting suspended to try to get around Google Ads' policies". Its suspensions overview adds that "Accounts related to the suspended account may be suspended" and that "any new accounts that the advertiser tries to create may also be suspended." Borrowing a partner's or an agency's account to keep the same ads running fits the same pattern: Google's examples include "Spreading ads that violate Google Ads' policies across 2 or more accounts".

Frequently asked questions

Can we open a new Google Ads account after a circumventing systems suspension?

No. Creating new accounts to re-enter the system after a suspension decision is itself one of Google's circumventing systems examples, and Google says new accounts the advertiser tries to create may also be suspended.

Can a circumventing systems suspension be reversed?

Google reinstates accounts "in compelling circumstances, and when there is good reason", and gives a mistake as its example. You appeal from the suspended account, and if the appeal is rejected you can re-appeal through the same process.
