Segment Alternatives for Healthcare: BAAs Compared
Twilio Segment alternatives for healthcare: which CDPs and event pipelines sign a BAA and on which plans, from each vendor's page, and when you need one.
Among Segment alternatives for healthcare, RudderStack, Hightouch, Mixpanel and Stape say they sign a BAA on specific plans, and Tealium, Freshpaint, CustomerLabs and Amplitude say they sign one, each on its own page; Twilio Segment itself offers a BAA on its Business Tier plan. If the goal is ad conversions rather than a full customer data platform, Curve Compliance sends conversions server-side to Meta, Google Ads, TikTok, Microsoft Advertising and LinkedIn with PHI stripped before data reaches an ad platform, under a BAA it signs on every plan.
Book a call. Leaving Segment because of HIPAA, or because you only need conversions in your ad platforms? Curve Compliance sends each platform a fixed list of fields, strips PHI before data reaches an ad platform, and signs a BAA on every plan. Curve's team does the setup. Book a call with Curve.
Segment and its alternatives: who offers a BAA
Each row quotes the vendor's own page, fetched October 26, 2026, and links its entry in Curve's BAA Directory; where a vendor's pages make no BAA statement, the row says so. Plans and terms change, so confirm the BAA for the exact plan and products you would buy.

Which kind of Segment alternative do you need?
The tools above are not one kind of product. In each vendor's own words:
- Customer data platforms. Twilio calls Segment "our customer data platform" in its annual report (Twilio 10-K). Hightouch sells a "Composable CDP" (Hightouch), and Tealium's healthcare page says its Tealium for Healthcare Bundle "Includes EDF for Healthcare + Tealium CDP" (Tealium).
- Warehouse-native pipelines. RudderStack says "We do not store your data, giving you complete ownership, control and transparency." (RudderStack)
- Server-side tagging. Stape's plans page lists "Server-side GTM" (Stape). JENTIS also sells server-side tracking, per its Directory entry.
- Product analytics. Amplitude and Mixpanel both list "Product Analytics" among their products on the pages cited here (Amplitude; Mixpanel).
- Healthcare event platforms. Freshpaint's FAQ answers "How is Freshpaint different from a traditional CDP?" and says "It prevents PHI from being sent to non-compliant tools" (Freshpaint).
Pick the kind first. If you need one profile per person across web, app, CRM and support, you are choosing among CDPs. If you need product usage analysis, an analytics tool fits. If you need ad conversions, the job is narrower again, as the next sections show.
What a BAA covers when you switch
HHS describes the role a CDP can play for a clinic whose tracking vendors will not sign a BAA: a vendor that will enter into a BAA "to de-identify online tracking information that includes PHI and then subsequently disclose only de-identified information to tracking technology vendors that are unwilling to enter into a BAA with a regulated entity" (HHS). For HHS's CDP definition and everything it expects of one, see HIPAA compliant CDPs for healthcare marketing.
So a BAA covers the vendor that signs it, and only the products it names; it does not reach the tools that vendor forwards data to. The vendors' own pages point the same way:
- Twilio asks you to "check that the Segment products and services you'll use for your HIPAA workflows are on the list of Twilio's HIPAA Eligible Products and Services" (Twilio Docs).
- CustomerLabs makes it a customer duty: "Customer will not configure the Services to transmit PHI to advertising or marketing platforms, ad networks, social media platforms, or other recipients that are not permitted to receive PHI under HIPAA." (CustomerLabs DPA)
- Meta says in its Business Tools Terms that you will not share data that "includes or is based on, directly or otherwise, health information" (Meta). Curve's BAA Directory lists Meta and Google Ads as not signing a BAA; see which ad platforms sign a BAA.
A banner on the HHS page says: "On June 20, 2024, the U.S. District Court for the Northern District of Texas issued an order declaring unlawful and vacating a portion of this guidance document." The court vacated the guidance "to the extent it provides that HIPAA obligations are triggered in 'circumstances where an online technology connects (1) an individual's IP address with (2) a visit to a[n] [unauthenticated public webpage] addressing specific health conditions or healthcare providers.'" (HHS). Which events carry PHI depends on your setup, so talk to your counsel.
CDP or conversion pipeline: which you need
A CDP earns its place when many systems need one view of each customer. Twilio describes Segment as "unifying real-time information collected throughout each customer's journey into a unique profile" (Twilio 10-K). That is the work the CDPs above are built for, and it comes with the job of deciding, destination by destination, what leaves.
If you added Segment mainly to get bookings, leads and purchases into Meta and Google Ads, a conversion pipeline built for ad platforms does the job by a shorter path, with fewer destinations to govern. See HIPAA compliant server-side tracking tools and HIPAA compliant Meta pixel alternatives.
Before you switch, ask each vendor:
- Which plan carries the BAA? Most rows above tie it to a tier, a plan or an addendum.
- Which products does the BAA name? Twilio, for one, keeps a list of eligible products.
- What does each destination receive? You want a fixed list of fields per ad platform that you can read, not everything the tool holds about a person.
- What is checked before data leaves? Look for checks on URLs, page titles, event names and form answers. See what counts as PHI on a website.
- Can you see what was sent? A log of each event sent to each destination, and what the destination accepted.
- Who moves your setup over? Ask who rebuilds the destinations and how long it takes to go live.
How Curve Compliance helps
If you used Segment mainly to feed your ad platforms, Curve Compliance does that job directly, under the BAA it signs on every plan. Curve replaces browser ad pixels with one script and sends conversions server-side to the Meta Conversions API, Google Ads, TikTok, Microsoft Advertising, LinkedIn and ChatGPT Ads. Each platform receives only a fixed list of fields, contact identifiers are off by default on Meta, Google Ads and TikTok, and events can use neutral names. Curve checks every event for PHI-like patterns, such as condition names, form answers and emails in URLs, and strips PHI before data reaches an ad platform. Event Logs show what Curve sent to each platform and what the platform accepted.
Outcomes reach Curve from booking systems, CRMs and call tracking through incoming webhooks, from EHR and intake tools through Keragon, and as offline conversion uploads, and Curve credits each one to the original ad click. Campaign Reporting puts Meta and Google Ads spend next to those conversions. Curve is SOC 2 Type II, and Curve's team does the setup for you, typically live in about a week.

Frequently Asked Questions
What are the Segment alternatives for healthcare?
RudderStack, Hightouch, Mixpanel and Stape say they sign a BAA on specific plans, and Tealium, Freshpaint, CustomerLabs and Amplitude say they sign one, each on its own page. For ad conversions alone, Curve Compliance signs a BAA on every plan and sends each ad platform a fixed list of fields.
Are Segment and Twilio the same?
Segment is a Twilio product. Twilio's annual report on Form 10-K, filed February 24, 2026, calls Twilio Segment "our customer data platform" (Twilio 10-K), and Twilio offers a BAA for it on the Business Tier plan (Twilio Docs).
Who are Twilio's largest competitors?
Twilio's annual report names kinds of competitor, not companies, and does not rank them by size: communications platform-as-a-service (CPaaS) companies, "regional network service providers that offer limited developer functionality on top of their own physical infrastructure", "customer relationship management and customer experience vendors", "standalone customer data platform vendors" and "other software companies that compete with portions of our product line" (Twilio 10-K). For Segment's work, the table above lists alternatives that offer a BAA.
What are the tools used for market segmentation?
Survey research, CRM fields, analytics tools and customer data platforms all group customers by shared traits or behavior; Twilio, for example, says "Segment helps businesses create precise audiences" (Twilio 10-K). In healthcare, segments built from health information raise a HIPAA question, since HHS says disclosures of PHI to tracking vendors "for marketing purposes, without individuals' HIPAA-compliant authorizations, would constitute impermissible disclosures" (HHS).
Twilio Segment or RudderStack for event tracking in healthcare?
Both collect events and send them to other tools. Twilio offers a Segment BAA on its Business Tier plan (Twilio); RudderStack says it "can sign a BAA", its plans page lists "HIPAA / BAA" for Enterprise, and it says "We do not store your data" (RudderStack; plans). Either BAA covers that vendor, not the ad platforms it sends to; see the RudderStack comparison.
Which Twilio Segment plan includes a BAA?
The Business Tier. Twilio says "Twilio BAAs are available to customers on a Business Tier plan" and asks you to "check that the Segment products and services you'll use for your HIPAA workflows are on the list of Twilio's HIPAA Eligible Products and Services" (Twilio Docs). For the full Segment verdict, see our Segment guide.
Does Hightouch sign a BAA?
Hightouch's plans page lists "Custom Security Review (BAA, DPA, full SOC2 report)" among the features included in its Customer Data Platform and AI Decisioning plans (Hightouch plans). Confirm the BAA for the exact plan you would buy.
Do I need a CDP to send conversions to Meta and Google Ads?
No. A CDP is one route, and a conversion pipeline built for ad platforms is a shorter one. Curve Compliance sends conversions server-side with a fixed list of fields per platform, strips PHI before data reaches an ad platform, and its team does the setup, typically live in about a week.
